Who decides on the allocation of funds?
The foundations administration sees to it that all available funds are used in full for the purpose they were intended for. The charter of each foundation stipulates who is to decide on the allocation of funds (e.g., the rector of the University of Freiburg by mutual agreement with the dean).
The endowment is kept separate from the state educational budget.
Annual budget and financial statements serve as important control instruments.
In order to relieve the work load of the foundation administration, the budget and the financial statement are submitted to the university council and then to the Ministry of Science and Art for approval.
